Clean Water and Drinking Water SRF Financial Terms, Conditions, Definitions, and Other Application Information

Through philanthropic support, and as an EPA-designated national Environmental Finance Center, EPIC’s Funding Navigator provides technical assistance (TA) to municipalities and utilities serving under-resourced communities to build capacity, assess alternatives, and implement solutions to their drinking water, sewage, and stormwater challenges.
These solutions often involve developing projects and, especially with additional funding now available through the Bipartisan Infrastructure Law (BIL), applying to EPA State Clean Water and Drinking Water Revolving Funds. Each state program has its own set of rules, financial terms, and application requirements, so it is important to understand program specifics when considering whether a State Revolving Fund (SRF) application is a good fit for a community’s needs and preparing applications.
To help support EPA’s network of WaterTA and other TA providers, as well as communities interested in applying for SRFs, EPIC has developed a Clean Water SRF (CWSRF) Database and a Drinking Water SRF (DWSRF) Database detailing financial terms, conditions, definitions, and other application information. Please note that these spreadsheets incorporate information available as of September 11, 2024, and are not intended to be a substitute for real-time information directly available through a state program. Accordingly, the spreadsheets include links to relevant portions of state websites.
