Southern States Drinking Water State Revolving Fund: Quantitative Analyses

As part of our work led and funded by PolicyLink to strengthen State Revolving Fund (SRF) programs across the Southern United States, we developed a series of reports analyzing SRF implementation in Alabama, Arkansas, Louisiana, Mississippi, Oklahoma, Tennessee, and Texas. This effort was part of a broader initiative to provide in-state analysts with robust quantitative tools to support effective, evidence-based SRF advocacy at the state level.

These reports offer a six-year (2015–2020) quantitative analysis of Drinking Water State Revolving Fund (DWSRF) programs in the seven states. By examining project-level data—such as funding allocations and their distribution across communities—we aim to shed light on which areas have successfully accessed DWSRF resources.

This analysis draws on state-submitted data to the EPA, as compiled in the National Information Management System (NIMS), with 2020 being the most recent year of complete data available at the time of writing. Since the Infrastructure Investment and Jobs Act (IIJA) of 2021 introduced unprecedented investments in water infrastructure—most of which began implementation in state fiscal year (SFY) 2023—this analysis serves as a critical baseline. These reports therefore provide a foundation for assessing the future impact and equity of IIJA funding and guiding improvements in how states administer their DWSRF programs.
