Watershed partnerships guarantee that municipal water treatment plants can count on-farm conservation investments towards meeting state regulators' clean water discharge requirements. Cities can achieve compliance at reduced costs while improving water quality, mitigating flood risk, enhancing wildlife habitat, increasing soil health, and supporting more profitable local farms.

In addition to facilitating the individual agreements, EPIC works to craft policy to make watershed partnerships and other demand creators for water quality outcomes more viable on the local, state, and national level. This can take the form of developing relationships with state administrators to streamline their approval processes and of publishing reports on regulatory changes the federal government can make to give states more assurances about this approach.
